It's either the power to the gauge, the gauge itself, the wiring from gauge-to-sender, or the sender. Start at one end and work your way in a logical sequence to the other. A 5 minute job.
The gauge is really nothing more than a voltmeter. Once you verify power to the gauge, any connection to "ground" by the other gauge terminal should "peg" the gauge.
